P0141: O2 Sensor Heater Circuit Malfunction (Bank 1, Sensor 2)

You just answered your own question, you'll need to get an O2 simulator or convert to OBD1 or use a catalytic converter with a "sparkplug fouler" with a second O2. And no it'll still throw the code with an O2 sensor in the test pipe.

^ What he said. However, you will get a new code if you put in the B1S2 sensor, and just a test pipe. A P0420 (Catalyst system efficiency below threshold)

What car do you have? Because you need to have your 2nd O2 sensor considering its OBD2.

Yep you will still get a code. As I mentioned before, it will be a P0420 catalyst system efficiency below threshold code.

den dawg u got 2 juss say *** it dawg.

On a more serious note, everyone has already listed the ways to fix the issue. If you could read everyone's posts then that'd help you out.
If you put a catalytic converter and a second o2 on the car the code will go away.
Put a test pipe and a defouler and it'll go away. or convert to obd1 and it'll go away.

Can't put it any simpler.

You will need to put a catalytic converter in and mount the B1S2 sensor behind it.
