Default Rear wheel hub on my 95

At first i thuoght it was my tire but now im convinced its the hub.. Is this typical on a civic to just go out or can it be something else. I took both rear wheels off.And i spined the hub and i heard nothing then spined the other one and it sounded a bit ruff. If anyone has had to change one out please help me out on this one...
