RUST! Help with bubbles

hey would i be able to just sand this down and repaint?
I want it fixed asap but i have a repaint coming for the whole car so i dont want to have to pay to get it fixed when im going to be painting the car in a couple of months.
Well, to me, that doesn't look THAT bad. I'd try to strip the paint for the affected area and see how bad it actually is under the paint..
Sure, rust is very hard to get rid of, since it tends to come back very easily, but if it's surface rust, I don't see why you can't just sand it down to metal and do the treatment (sealing, painting, etc).

Something like POR-15 might help, over the back side of the metal, after you fix the front - never tried it, but have heard good things? Deetz is right though - best way is to replace.
fixed exactly the same thing on one of the cars, Its rusting from the inside out.
You can grind it down and por 15 it and paint over it, but it will come back after a year.

If it isnt all the way through the metal, you can grind the rust off, and just hit it with some body filler, and repaint. Problem solved. But if its through the metal, I would just get another fender from a junkyard. Easier than welding a new piece in. The reason I love living in the south is our cars (especially hondas) never get rust.
As has been said, if it's bubling through the paint it is completely rusted through. No ifs ands or buts about it. It's shot and only cutting it out and welding a patch panel will fix it.
Por 15 is a band aid. It is ONLY good for surface rust and you still need to remove everything you can before applying it to get good results.
Bondo is an even worse band aid and you should just avoid painting it if that's your fix, because you're paint will crack in no time.
After you put in your patch panel be sure to use a QUALITY undercoat to prevent it from happening again.
