Default Emissions people help!

I have a d16y8 in my 97 coupe thats on its way out, it has bad compression rings, and I'm wanting to motor swap it or turbo the SOHC soon. But my main problems is in Chicago I'm required to go for emissions every two years. All they do for emissions is hook up a scanner via OBD 2 port and read if theres any CELs and all sensors are working.


If I motor swap my car, does that mean I have to swap it with a USDM OBD2 motor like b18b, b16a2 Etc.. in order to pass emissions?

Same thing with the d16y8, if i decide to rebuild it and turbo it, can i stick with the p2p ecu. Or do i have to swap in an OBD1 ecu. But then if i have an OBD 1 ecu and go for emissions testing I don't think it will pass?

Any input will be greatly appreciated!
