hi guys i have a quick ques?
is it where the ground cable is? try moving to the front of the head, where the upper power steering bracket would go.
My guess is that the bow of the hood is slightly off. Is it hitting the hood bracing or the actual hood. If it is hitting the bracing, I would just grind off that part of the bracing, and it is probably only happening under acceleration when the motor leans back.
Actually, now that I think about it, you might be able to fix it by getting a stiffer rear mount or getting some inserts for the mounts.

Like tonyxcom has said, that hood may be defective.
I think you probably have a motor mount problem somewhere. My B18C1 or B18C5 never once rubbed my hood - until one of the tranny mounts broke. After that under acceleration the motor would torque and move enough to scrub the V.C against the hood in the exact same spot that you are talking about.
Check your mounts.
