Default 3071R Oil Restrictor on a -3 AN Feed?

Ok I have a D16y8 motor . I have a 3071R turbo on it. The Feed line is a -3AN and the drain line is a -10 AN. I know this turbo has a built in restrictor. My question is.. Do I need another restrictor that hooks up to the feed line. I know hondas have more pressure then other vehicles . The car is not smoking or leaking .I notice some residue on the compressor housing but not a lot at all.I notice alot of backfire like an exhaust leak when I let off the gas. Could this be the oil burning up ?. I am positive there are no exhaust leaks on this car. I have been not running one on this turbo. My local shop recommended for me to get a restrictor as well as the previous owner of the turbo.

Run a restrictor?
or
Don't run one?

yes. you will need the .030" restrictor for that turbocharger. This is a MUST. It may not seem bad now, but things are slowly getting worse. There should be NO oil residue on the compressor housing AT ALL. Go to ATP turbo, and pick one up. best 12 bucks you've ever spent
