Default Erratic RPM at 3000

I origionally had a problem with a Blox throttle body sticking. Could never get it resolved so i bought a new BDL throttle body. After i put it on the sticking went away but i have a new problem. The idle is higher, 1200 rpm, was 1000 rpm prior. and when i hold the gas at 3000 rpm it stays for a sec then drops to 800 then back to 3000 then down to 800, and so on. But if i hold it at 4000 it stays just fine. checked for vacume leaks all around. tried new gaskets, nothing helped, so i tried using hondbond with no gasket and same result. Did voltage checks on IACV and it checked out fine. Any advice?

PS- this is a B18C fully built Turbo race car, no a/c power steering ect.

Sounds like a TPS problem. Hopefully you have an EMS that will let you calibrate it, otherwise it might require some rigging.

Higher idle is because it needs to have the idle reset & properly adjusted. Unplug IACV, set idle to ~400rpm, unplug/reset ecu, reconnect IACV and ecu.

I already replaced the TPS with an Omni. Calibrated it and it is good. Sorry forgot to mention that.
