Starting problem INFO INSIDE

Default Starting problem INFO INSIDE

95 Civic DX
JDM D15B
EX Engine Harness
Stock Underdash Harness
Full wire tuck and battery relocated

Problem:
With battery connected and ignition turned to the ON position; under hood fuse box smokes and blows the Back Up fuse(#32). If turned over Starter Relay, located on the Dash Support plate, begins clicking wildly.

Main relay is fine as is the fuse boxes inside and outside the cabin. All lights turn on, fuel pump primes and at one point I was getting spark, when the car actually tried to start.

Never had a problem with the relays before, car started easily with no problems, no intermittent hard starts or starting problems in general.

Is this a grounding problem, a short in a wire, a bad relay or a bad starter?

I'm thinking of replacing the entire under dash harness as some of the wire were hacked up by the previous owner.

Any help would be greatly appreciated. If anymore information is required don't hesitate to ask.

first order of business would be to look over the spaghetti under dash harness the previous owner was so kind to leave you with. good luck man!

Sounds like a short in line with #32. I would trace it back and any spliced connections to make sure it is not frayed or grounded out.
