Default rod bolt strech gauge

i have eagle rods with arp rod bolts, do i need to use the rod bolt stretch gauge or can i just torque them with a torque wrench? i sent my block to a machine shop to have my p2w clearance at .0037 i am shooting at 400-500 hp range and the i have extra clearance on the rod bearing, .001, will this be fine? if anyone can show let me know proper cleareances for a high hp turbo build i would appreceate, i tried searching but no luck....
