Intake/Header wrap IT legal?

What's the general consensus? The GCR doesn't "specifically" say you can, but it says air cleaner assemblies may be modified, anything ahead of the throttle body is open, and any exhaust system can be used.
I've read all the really old posts about whether or not it's a good idea. Not really concerned about those debates. Just wondering what the general consensus is on whether it's legal in IT or not.

I believe legal due to:
9.1.3.c - Air intake hoses, tubes, pipes, resonators, intake mufflers, housings, etc., located ahead of the carburetor/throttle body may be removed or substituted.
and
9.1.3.g - Any exhaust header and exhaust system may be used.
It says I can replace intake/exhaust with whatever I want, therefore wrap is perfectly legal unless there is another rule explicitly saying wrap is illegal (which there isn't).
