my buddy has a 97 LS with a jdm obd1 H22 swap. using a P13 ECU. the car runs ok and vtec pops. but it just seems like the engine doesnt pull hard. seems to run at about half power and this is with the distributor advanced as far as it will go. the car is getting fuel and spark. timing is good. have tried 2 different distributors and 3 different ecus. does anyone have any suggestions?

 

oh and the low impedence injectors and resistor box have been swapped already
