too much slack on timeing belt!!!

Default too much slack on timeing belt!!!

ok i have researched but cant find my problem
i put on my timeing belt all timeing marks lined up
i notice that the left side of the cam hadd more slack than normal
so i tightened it up still really loose
what could be my prolem i have a d15 b i have a 103 teeth timeing belt all help will be apreciated
