Default Civic EG6 with B18 Doesn't start!?

My friend is doing this swap, but there seems to be a problem.

When he turns the key nothing happens, except the fan for the radiator turns on (which isnt normal?), the fuel pump starts too.

No sound from the starter, nothing.

What could be the problem?

I Think its a B18C5 engine. He is also using the ECU from a B16a2 if that matters Everything, to his best knowledge, is wired right.

Have you tried a "bypass jump", supplying the starter motor with 12V+ directly from the batt.?

Unplug the starter control lead from starter, [thinner of the two lead at the stater] use a jumper wire, [at least as thick as the starter wire you unplugged] connect one end to the batt. pos. (+) post/terminal then touch the other end to the terminal on the starter motor you unplugged the starter control lead from.
WARNING engine will crank if starter and solenoid are good, even if ign. switch is off, the transmission is in gear and no one is stepping on clutch, so before you do anything, make sure car is in neutral, [park if it's an auto] and set the hand brake. 94
