Default wiring trouble? ecu trouble?

hi all

So here is the problem. I have just put in a h22a odb1 into a civic odb0. I am getting a cel for the TPS. I replaced it with a new one i got off ebay(not oem), and still getting the cel.

Next I traced all the wiring for the sensor back to the ecu for resistence and the 3 are ok.
Next I checked for voltage for each of the 3 wires.
I got

the yellow/white to D20 i got 5 volts which is correct
the green/white to D22 i got less than 1 volt which is suppose to be correct

the middle wire red/blue is suppose to be 0.5 volts when throttle is closed and on wide open throttle its suppose to be 4.5 volts. But I am only getting 0.04volts on closed. and 3.2volts on WOT. thats the best i can get it by adjusting.

So the question is, does it look like an ECU PROBLEM?

Peter

anyone?

would running a .5 voltage wire to the sensor fix this problem?

just for future reference for others.
We tried a p28 ecu and the bad idling stopped but the tps is still not reading correctly, so there must be a slight brake in one of the wires. I'm going re wiring it tomorrow.
