Default Dash lights in the cold

Ive noticed that when its cold out it takes a while for my dash lights to come on when I turn my headlights on, sometimes up to about 30 seconds. Why is this?

I have the same problem in my civic, it only happens when its really cold like under -10c. After they warm up for a couple seconds, ten at the most there at there brightest. I think its just cause the filament needs to warm up since there so cold.

Other than it just needs to warm up I'm not sure. It could be because its cold and you're turning the switch over to turn on the headlights that it leaves the dash unlit for a couple seconds so you don't put too much of a drain on the battery? Just thinking out loud here.
