Default Why would someone cut distributor wires?

I'm looking into buying a used ZC engine, then only two things the guy could name that were wrong with it is

"The distributor wires were cut, but retaped and also the timing belt cover was chopped by this guy too. "

Are these that bad of a problem, what wires could be cut going to it, is it a harness or something. Thanks

Assuming it was not a rush job......or sloppy shipment

Cut Valve cover = Cam gears... engine probably had some sort of cam gear and cutting the valve cover would facilitate access for tuning.

Cut distributor wires = Previous owner was running a different ECU from the original... like OBD0-OBDI or OBDII. OR just running a different ignition trigger mechanism.
