Default help on this code 14 how do i fix it

okay im throwing code 14 in my hatch have a y7 bottom end y7 head and intake mani. i think its my iacv because my rpms bounch at 1800-2100 its not a vac leak i checked and fixed all of them i tryed a new iacv but still does the same and throws the code what should it be now? whats the next step?

Its obd0 complete y7 with a a6 intake mani. And ls injectors

OK With ignition on, one side of the plug should be 12v, and the other one goes to the ECU. If you don't have 12v on blk/yel, that's probably your problem. It's fuse #14 under the dash. If you do have 12v, check for continuity between the other wire and A11 at the ECU. They're both blu/yel.
