Default B16a swap in 99 integra gs

My friend has a 99 integra gs with b16a swap and we cant figure out why vtec doesnt engage. He got the car with the swap already. It has B16a stamped on the block with pr3-1 head and td84 dizzy. It is running on p72a02 ecu. It has a few tapped wires running to vteck solenoid. We cant figure out which ecu we need. The car looks like obd2 and everything is connected meaning it starts and runs but vtec doesnt engage. What ecu do we need to run?

what rpms does it rev to? does it make pass 6k?

vtec should hit in a gsr around 4500-4700 rpms, since it doesn't have the IABs that the GSR intake manifold, nothing will happen at 6000. I assume you've driven to at least 5000 rpms.

so what is the solution? Do i need obd2 to obd1 jumper harness with chipped p28 ecu? What map for chipped p28?

i just dont think that vtec is wired right.. look in the FAQs on how to wire up vtec to the ecu, and start checking wires

b16a swap with a p72 ecu? is it throwing any codes? if its a stock obd2b p72, then its probably looking for the secondaries on the intake manifold, among a few things. If everything is obd2b, try running the p2t ecu from the 99-00 civic si, or get and obd2-obd1 jumper harness with a p30 ecu or chipped p28 and call it a day.
