cel: vtec sys. malfunction

i need help. i swapped in a b16a into my 99 ls. apparently vtec is not working causing my car to redline at 6k rpms. this is the 2nd vtec engine in this chassis. i had a 94 b18c1 running obd2 p72 ecu & everything worked fine. well due to throwing a rod & me losing my job, i'm stuck using my cousins b16a block.
since the first swap i've been using my stock ls harness & rewired vtec sel., vt pr sw., & ks. wires to correct ecu. now i have a built b16 head & stock block, running with a p73 ecu now. well i had the p73 ecu on the b18c as well which worked fine.
make a long story short. after swap was done, i test drove car. the engine went all the way to 8400 rpm with p73 ecu, but no vtec. so i swapped to p72 ecu & it ran worst, not that bad though. still no vtec. then i checked my custom vtec wiring to confirm good contact & double check correct pin location on ecu, & now engine seems to be running in blimp mode. could i possibly have a bad vtec selenioid.
if anyone can help me out, i would greatly appreciate it!
