car: jdm h22a swapped into 95 accord

my egr dosent seem to work on the h22a ever since i swapped the wires at the ecu (A6 egr solenoid & A11 o2 heater). the CEL isnt on... but even wen i unplug the egr or the vacuum canister(on the left side fender) that controls it.. shouldnt i get a CEL?? well i unplug it and i dont get the CEL.... the CEL works cause wen i unplug any other sensors the CEL turns on..... it seems like its disabled wen the wires were swapped at the ecu...the EGR does work cause wen i vacuum it directly the diaphram moves up and down but the car idles like ****..
