Default VTEC Problem

I have a 95 eg hatch with a full jdm b16 swap.

I bent 2 valves in the head and had them replaced and the head checked out by a local Napa Machine Shop. Got the head back from the Machine Shop and put the head on. Test drove it and vtec worked fine the first 3 or 4 times I tried it. Came back to the house and the timing belt was loose so it was tapping the valve cover making a weird noising and tightened the belt up. After tightening the belt VTEC will not engage. I have replaced the solenoid with 2 different solenoids that i know work, have checked the wiring and its all good, have tried everything i know of and still nothing. I have a chipped p28 right now in it, but have also tried a jdm p30 so its not the ecu either.

Any help?

check your timing,oil level. also do a compression test

if the oil level checks out i would check the vtec solenoid screen/filter to make sure its not clogged. so as of right now there are no CEL's being thrown?
