Best value for money LS mods and a few q's

I picked up a 95 teal integra on friday - which is my firsy honda. Im in australia so its a gsi, not sure if its the same as your ls or not, either way its a dc4 with the b18b. Ive had a search around but cant find much on the better cheap mods that can be done. I dont want to spend much as ive got an old hks t300/microtech ecu/550cc injectors sitting around here from a 180sx i used to own. Use that or not ill end up going down the turbo route as after owning quick 180 i cant really justify spending money on small aspirated engines for the relatively small hp gains.
As it stands now it just has a pod filter. One question i have there is it has this constant wistle at part throttle. To me it sounds like a leaking inlet manifold but i was told on ozhonda forums its normal. I this correct? The reason i ask is that ive never been in any car that with an aftermarket air filter causes it to whistle, and ive removed the air filter,then the intake pipe and still have the same whistle.
The other question i have is bout the exhaust. Is there much of a difference between replacing say the rear wheels back, cat back, or with headers? By gains is it like 5hp a the wheels or something that you can actually notice?
How bad is the tune from the factory? Most of my experience is with nissans. One of my 180's had a rb20 and saw huge gains with a remapped ecu, especially in part throttle. The sr's arnt too different.
I noticed the throttle body was heated by the coolant, seeing as the part of aus i live in doesnt really get a winter its completely useless. Is there any point in disabling this? I remember on my mums b20a prelude it had a heated manifold, havent had a good chance to look at the teg - had to straighten the rear cross member to get it on road (ugh). On ozhonda a few guys said they had some sort of gains disabling that.
Also i can pick up some dc2r struts for cheap, if ive read correctly i have to change to dc2r lower arms right?

Im just finishing up uni (or college) so i can get back into working again which will mean a proper income again. Till then id just like it to go as well as possible with relatively minimum outlay as im only going to stay with it aspirated for as long as i cant afford the turbo kit.

I say sell the nissan parts first. It all depends on how much money you have. i'd start with your typical i/h/e. i personally think nitrous is a great bang for the buck as well. just make sure you get a good tune using a well known engine management (neptune, hondata, etc.) if you can pick up a used b16/gsr tranny it will also make a big difference.
