Default HELP!!!! REAR Suspension PROBLEM!!!

I just got a 94 integra and the previous owner installed aftermarket lca's (not sure on brand) but it still has stock spring/struts. the rear of the car is very high and the rear wheels toe in causing it to wear on the outside of tire. its very obvious when looking at the rear of it that they're not aligned properly, also for some reason he left the rear sway bar off when doing this. Could somebody please help me and tell me why of the toe issue and what i can do to fix it. thanx in advance

would the sway bar not being on there cause it to do this? Its like the suspension is fully extended, as if it was jacked up????
