Temp gauge help!

Icon3 Temp gauge help!

ok so i have replaced both temp sensors on the d15 in the EF si and the gauge still reads ice cold and the fans do not kick on. what are my other options? could there be a problem with the actual gauge cluster? or maybe a wiring problem, no obvious signs of crossed wires or anything like that though.
please any suggestions are appreciated

the fan kicking on is a seperate issue from the gauge reading correctly. the gauge gets its reference from a one wire one pin connector on the side of the cylinder head. and it has no connection to the coolant fan itself. the fan switch is on the back of the block and when coolant reachs the appropriate temperature you achieve continuity between the 2 pins. to test the switch unplug the two pins and connect them to eachother. if the fan kicks on then the switch is bad. if it doesn't kick on, then the problems lies either with the fan relay or a break in the wire itself. here's how to test the relay
