I don't know about California, but in New Jersey, where the laws are very strict, as long as your suspension is stiff, and safe, it doesn't matter how low it is, as long as it's altered correctly.
im pretty sure cali's law is fairly strict. i remember watching a show on tv about busting street races in cali and the measurement was 22 or 24 inches. here in WA its a cig pack height off the ground to the front bumper.
<------glad he doesn't live in cali, i saw the same show i think it was 22" i am pretty sure it was True Life on MTV haha. I love my city i got pulled over by probly the biggest douche cop ever because I rolled thru a stop sign doing 30...completely didn't see it, had 15% tint all around, car is sitting really low, no third brake light lost my registration etc. the guy gave me a ticket for the a rolling stop, that was it it could have been way worse.

in cali there is a 2 height laws one for the headlight and one for the chassis , the headlight has to be 22 inches or above from the ground to the middle of the headlight and the bottom of the car has to clear a tennis ball dont know the exact height for the chassis but nothing from your car can hang lower then a tennis ball rolling under your car
I have NEVER had an issue with any of my cars being lowered.
Been pulled over for just about everything else, and never had a cop question or measure my ride height.

the other thing you have to watch is tire clearance.
In PA i'm almost positive you can lay a civic out on the rockers and still be in the height requirement, however i have been pulled over and the cop made me turn my steering wheel lock to lock to make sure my tires cleared my fenders, which they did....barely.

i was just saying that they really dont bother you to much about this, at the races sure.
but i highly doubt you will have any issues, if your just minding your own bussiness and not doing anything illegal.
Well, I'm studying the NJ laws and statutes, the codes of criminal justice, and motor vehicle laws. There is a law for just about everything here, and I believe we feed off Cali. NJ is very strict.
I've just never seen the stories I hear about California Highway Patrol checking for catalytic converters, popping the hood for motor observation, altered suspensions, squishing cars for illegal street racing? I'm almost positive the state inspection goes by the same standards California goes by.

Oh well, Schwarzenegger's wife already got busted breaking the cell phone law, next she's gonna be in a modified honda with an un bar'd JDM swap and no carb stickers for her intake, header, exhaust, etc...
hmm, I've lived in North Carolina and Florida and I've never heard of any laws on ride height in my life until reading this thread... must not be a problem in the southeast
