Default Rev limit issues

Hey guys i have a 95 civic hatch i swapped a b16 a while ago and just recenty decided i wanted to rev it to 8k and i found it won't rev past 6900... thought it was the ecu, but swapped out multiple ecu's and chips that i am positive they are good and still 6900. searched last night thought maybe it was the dizzy so i tried my friends tonight and still the same thing. i'm out of ideas and can't find anything. the car was never revved that far before cuz is had a sohc in it so anyone with any ideas please help me out thanks.

Your car is trying to save you from going too fast

Check -Fuel/Spark/Air

Filter/dizzy/fuel pump/injectors

Somewhere something is holding you back

is vtec engaging? it almost sounds like fuel cut from the injectors like it will do to a boosted car with a bad fuel pump.... but your not boosted.

are you sure the fuel pressure was there when you were reving to 6900. It may be your pump not supplying enough when you get it up that high and its cutting out
