sounds like your rear brakes are still applied after replacing the pads...
So you have to determine...
if the car moves at all when in nuetral and no e-brake applied.. notice the amount of force used to move the car..
Emergency brake cable could be binding... yank up on the e-brake handle and see if the handle is sloppy or tight when you release the handle.. if it has more play(sloppy) then most likely one or both e-brake cables.. car should move when in nuetral and no e-brake applied.. try moving the car again in nuetral and no e-brake applied.. if it is harder to move, then e-brake cable..
Could also be the rear brake caliper slides that are binding, and your car is commonly know for both these problems...

are these drum or disc brakes??
if they are drum when you replaced your brakes there is a starwheel that you have to adjust.
if its disc maybe you didnt turn the calipers all the way down

check your rear brake calipers, like someone mentioned, they may have siezed up on you. I had 94 integra discs that the caliper pins had siezed up on, causing much the same thing. If you want to check, examine the pins that the calipers bolt together, they should slide in and out freely. This really sucks if thats what it is, I had to buy new calipers/caliper brackets. (couldnt find caliper brackets sold seperately anywhere.)
