Am I totally and completely F(%&Ed???!
originally the first time I torqued this It stripped the threads so we put in a thread repair insert , torqued down fine , was 1 tooth off on my timing belt so I loosened it up got everything right and torqued it back down to 28 and crack. What should I do now? dont have a welder... and I deff dont wanna tear it all down and get a new block.

your kinda ****ed. its not gonna be cheap what ever you do do not use that garbage *** aluniloy weld crap.
if you ca take it to a real welder and see if he can fill it up then you would have to drill a hole and tap it.
either way you will have to take the engine out

Holy ISH!!! You are FU@&$@&!!!! (naw just joking)
Have a welder repair it but keep in mind I would check for cracks after it is welded. That is up to you but is my own standard practice. Sometimes when you weld on blocks and get it too hot and it cools too fast and there are imperfections in the casting... It could cause cracks.
Have him stitch/skip weld and allow plenty of cool down time; otherwise it will most likely get too hot and cause problems. Then just drill and tap it.
I would also check the bolt you are using. Is it the stock one for the tensioner? It may be to long if it is not the stock one. Also your torque wrench could be messed up (which usually happens from them being banged around). Check it against a known good one or against a needle one (assuming you have the ratchet type).

wow that blows man. Are you using a 1/2" torque wrench? Use a smaller 3/8" if possible after you get it welded. you don't need to take out anything. Just take it to a machine shop that can fix it.

i got a mint b7 in my garage, same thing happend. previous owner said he juss over tightened it. keep me updated if you get this fixd. gl
Do it right even if you have to take out all the internals. Otherwise you might run into more problems down the road. Saving a few bucks now, might cost more than you saved in the long run.
Can't see why you would have to take the engine apart at all.
Weld it, drill, tap.
If you look into the remaining threads you see the drill point for where the factory drilled it.
That's where you will stop drilling as well.
You aren't going to be drilling INTO the block where it would fall into the oil so why remove internals???
