hood wont close

i have a 92 civic cx and i did a b18c swap and my hood will not close seems to be held up by my motor or something, any suggestions pls post or pm me thanks
If you look at the hood latch, there will be a hole on the left side on the front, and a metal piece in there. Use your finger to swing that bar to the right. Now drop the hood and it should close.

also. to the left of the hook at the bottom there is a cable and there is a bracket attached to it that doesnt move sometimes(bad spring, no spring) (my car does this)

it esp sucks cuz i was gonna trade this hood + cash for a carbonfiber one. No use if its not going to latch. Im worried about it cuz i parked on the street and just hoping not having a steering wheel will deter people from disabling my alarm and taking the car. But it doesnt look all that on the outside so hoping im safe.
well originally i thought it was the cable but after removing it the cable proves to be working fine. Now with the new cable i have it slacked while i try to close the hood and still wont lock shut. Is there any other thing it could be with both of my latches? I pushed on the final lock latches with a flathead and they do close... i tried to clean them up thinking it was binding but still no help.
what he said. i bought the car off of him and he told me. bad spring i think
i have two different latches.... they both differ at the point where the cable end goes, one cable has a round end wit the latch that has a hole for it. the other cable has a T shaped end with latch that has a slot. Which latch assy do you have?
