Default vtec sometimes WTF?

OK H-T here goes
Old setup
91 CRX hf obd0 LSVTEC
ran the car last year NO problems

New setup
exact same long block
JDM P30 ecu
Rywire harness/OBD1 conversion Brand new O2 and Dizzy
Brand new RC 310cc injectors (yea no resistor box)
AN-R compact header (open header right now)
Wire tuck
92 GSR trans

Problem
I have a problem with vtec. I have to let the car warm up to the point the cooling fan comes on, for vtec to activate...So If i go like 50 mph for 2-3 miles I have to let it warm up again so it activates vtec. Its like it cools down to much for vtec to activate.
Put in a new 180 degree thermostat ( thinking the spring was weak or it was stuck open) NOPE
No Cel lights (hold the two wires together and it lights up constant)
Im wondering if OBD0 and OBD1 have different temperature sensors???
Does the P30 have a higher temp for vtec to activate????
Is it possible having solid mounts and open header tripping the knock sensor??? (no cel for it though)
Im not a newb I had to re-register for some reason. I know vtec is working when its warm enough cuz it just about rips the header off the head.LOL

.. just let your motor warm up. vtec isnt cold weather friendly.

the ecu uses a different sensor to read the temp than the gauge , my guess is that one is failing and not reading right. try replacing it.

mine doesnt kick in until its warm..check the sensor like above. other than that, make sure your oil isnt low

i know some people will look down on v-cons (vtec controller) but it will make vtec come in if the motor is bone cold or low in oil.. it will hit either way.. and u can adjust it or just get a simple rpm activated switch and run that to your vtec solenoid?
