Lower control arm nut broke...

I just picked up a 93 civic coupe...5 speed. Upon inspection I noticed the lower control arm was loose. I pulled the bolt out to check the bushing and when putting it back together, the self locking nut on the inside of where it attaches to what I think is the frame came off. Looking at the manual, it says it is a self locking bolt so I am thinking the nut should be welded on. It looks like it must have broke off which is why it might have been loose in the first place. I can see the nut on the inside through what looks like a drain hole for water...but I can't get any tools inside the hole.
Any idea on how to fix this. I can't tell if the support comes apart and if it does, to get it apart it looks like there is a whole bunch of stuff to take off...I don't want to go down that path if I don't have to.

That is what I needed to do..there was a hole there already for what I think is to let water drain out. I notched the hole big enough to get an open end wrench (the angled closed end) on the nut. Then I was able to tighten it down.
It wasn't fun....

Not sure how to fix it other then cutting a hole in the bottom.
