02 accord, 4 dr se, f23a1. Right now I am trying to explore options to keep it obd2b, so far the only thing I think that will allow me to do this is reflashing the pcm. So far the options that I know will work is; obd1 conversion with obd1 ecu, tcu and transmission, ob1 conversion with 5 spd swap or standalone ems.

Well, here you mention which vehicle it's for. You won't be able to reflash that ECU, so you're stuck with the latter options.

Crap. Any idea what some of the barriers are to making the ob2 ecu / pcm tunable?
