Fuel coming out of exhaust, BAD MPG!

Default Fuel coming out of exhaust, BAD MPG!

On cold startup & cold idle (until full operating temp is reached) my car hesitates & rpms DROP when i punch the gas, takes a big gulp of air, then rev's up. There is also a large amount of fuel coming out of the tail pipe when i do this.

Above test is done just at a stand still in the parking lot. Once i get on the highway it's not noticable. My MPG have dropped from 36mpg down to about 25mpg. MPFI swapped wagon, no CEL. anyone?

i changed the cap & rotor. have newish plugs & wires. could my timing be all out of wack? once car reaches full operating temp it doesn't seem to do it as much.
