Timing issue on new swap..maybe?

Icon6 Timing issue on new swap..maybe?

Alright so we just swapped in a motor in my car B18C Head with a b16 block. Everything is hooked up and seems to be working (wiring, spark, fuel etc..) When we try starting it it seems like the engine is spining faster than it should. It also sounds like we don't have combustion, except for a couple little "poofs" here and there from the exhaust, the noise it should be making when the engine cranks before it starts. When putting on the timing belt we made sure the crank was at TDC, and the arrows on the cam gears were pointed upwards. It seems like the engine wants to start but something is holding it back. Could it be the distributor? Any help would be great, please tell me if you need to know anything else so i can get this car running.

Your timing marks on the cam gears should not be pointing upword at TDC

what direction should they be at? any link to where i can find all this info?

im not saying the timing marks are pointed upwards, just the arrows that say "up" on them.
