Default TPS code

I have a code for tps on my d16y7. My car bogs and only gets power until 4K. Checked the wiring using this http://www.nzintegra.com/settingtps.html And I'm not getting any power to the red wire that fluctuates with the throttle what should I do next.

What year, 96-98 or 99-00?

If the TPS connector gets the reference 5V and the ground wire is fine, then the TPS not outputting any voltage suggests that the TPS is bad.

The yellow wire gets power and I believe the ground is good, When I touch the neg wire ground and pos to the red wire it doesn't show anything.

Three TPS wires:
Yel/Blu - reference voltage (5V)
Grn/Blk - ground
Red/Blk - input to the ECU

For these tests, you do not unplug the TPS connector from the TPS and you scrape a little bit of insulation away from each wire near the TPS connector where you will make voltage readings. You then turn the key to ON(II).

Test 1. Touch red meter probe to Yel/Blu wire and black meter probe to Grn/Blk wire. You should measure 5V.

Test 2. Touch red meter probe to Red/Blk wire and black meter probe to Grn/Blk wire. You should measure ~0.45V with the throttle fully closed or ~4.5V with WOT.

Test 1 passes but Test 2 shows no power to the red wire. What should I do next Ron?

Your results suggest a problem with either the TPS or the TPS connector. Do you see any damage or corrosion for any wire terminals in the TPS or its connector?

No the connections look new. What pin on the ecu can I check for continuity?

Even if the ECU failed to ground the Red/Blk wire, you should still measure some voltage in test 2. The Red/Blk wire pins to ECU C27. You might want to check the Red/Black wire for a short (=continuity to ground).
