Default Sluggish DA

This last weekend I did a motor swap in my 91 Integra LS. The motor I put in it is out of a 94 Integra LS (B18B1). The motor runs fine and idles fine, but when I am driving under 3k rpm it kinda stutters a little or is sluggish. When I bought the car, it had an ECU for a B16 in it and that is the one that I am currently using still. Could that be the problem or should I look at the plugs and wires? As soon as I get over 3k rpm it doesnt stutter and runs fine.

Check your timing. Could be your problem.

ok, what effect would the B16 ECU have on a stock B18B1? I am currently looking for a stock ECU right now. I know that I have a check engine light for the VTEC not working.

ok tonight I bought a new distributor cap and some plugs, I put the cap on and it made a little difference. It almost seems like its backfiring a little. I can hear it every once in awhile.

alright, im still having the problem bad. I pulled out the ECU and the number on it is 37820-PWO-000. Do you think this is the reason I am having so many problems? My current setup is 91 Integra LS, with a B18B1, and stock LS manual tranny that came with the car.
