Default 94 civic sedan keeps blowing cluster/taillight fuse

my 94 civic 4 door keeps blowing the cluster/taillight fuse. i blew it the other day so i put a 7.5 in it and it was fine. then 5 days later going through a mc donalds it blew it again? WTF!? so i replaced it and it was fine. then i went over a set of rail road tracks and blew it again now it constantly keeps blowing them? any help? i have check the wiring it all looks fine. would any exposed wires from an aftermarket radio cause this? is the cluster junk? thanks!

why would you go to a lower rating fuse? If im not mistaken its a 10 fuse to begin with. Put another red 10 in it and go from there.
