Default VSS Problem in my 92... RONJ WHERE ARE YOU???

I'm hoping RonJ@HT will come to my rescue this time again!! He's the superman to my Honda problems lol... but here's the issue: I just recently performed an Automatic to Manual Conversion in my 92 Civic LX. I have NOT cut the harness inside the center console, just the ones i needed to loop together, like start circuit, cruise control, and ran two wires to the reverse light switch. The Speedometer has been working perfectly, as always, until today. It worked ok from what i remember until about 10 minutes into driving, in the rain. It started jumping around, and finally stopped altogether. I have a CEL 17 (VSS), but the weird part is whenever i turn off the car, then turn it back on and drive, it gets to about 10-20 mph before it stops and skips its way down to 0 while im still getting up to speed. once it hits 0, it stays there indefinately, until the next time i start the car. Even if i drive for 10 miles with it on 0, pull off to the side of the road and cut it off and restart it, it will work until 10-20 mph the skip back to 0. The VSS for my car is 100 dollars that i don't have right now, so i was wondering if there was ANYTHING i could do to rule out everything but the VSS. It would be SPECTACULAR if someone had the wiring diagram for the VSS, and if there is a fuse, which one is linked to the VSS. I haven't noticed anything else not working, but was also not looking for it. Thanks in advance!

while it is inoperable, check for a short to gnd on any of the wires(besides the gnd wire of course..).

Also, check for continuity on the yel/wht wire to the ECU & speedometer

will do that in the morning...thanks. Another bit of info, and its very weird: at 9:00 P.M.- The speedometer worked fine for 10 minutes in the rain, then stopped. 2:06 A.M.- Speedometer worked fine for 25 minutes, wet but not raining. The weird part is i had my radio on full blast, getting a massage from the 12's in the back, and the needle was only erratic when the bass hit, 25 minutes into the drive. Then, i turned the radio off and it was fine unless i hit the brake...which then it would get erratic again. VERY strange to me, i've never experienced anything like this before. Due to the circumstances, i don't think it's the VSS. Anyone know if it's linked to any of the wires that come out into the center console for an automatic? i'll check in the morning for corrosion or breaks, then i'll check continuity... what readings should i expect? it really sounds like a wiring/electrical issue to me. In the last 6 months ive also been experiencing the dash lights and clock lighting up like the running lights are on, whenever i step on the brake...but only when the headlights are OFF. Thanks alot for the input, i appreciate it!

Check the #15 fuse under the dash. This is the fuse to the VSS/alternator. Might be the problem because of the surging.
EDIT: "RonJ Where are you?"---Lol. Ron is a genius when it comes to these problems. Go Ron!

You cut and spliced cruise control wires. Both the cruise control and the ECU get the speed signal from the VSS on a Yel/Blu wire. Inspect your cut and splice job of that wire.

I will check the fuse, but i may have a wiring problem. I just hooked a multimeter up to ohms, and the multimeter reads 1.0 when nothing is hooked to it. Checked the vss wires, the center wire(yel/grn) shows 11.5, and the yellow wire shows 1.0, like it's not hooked up. For the cruise control, i just hooked up the black wire from the console to a pink wire. I never hooked up the cruise control to the clutch pedal, or the NSS. Those were both bypassed. Anyone know where the yellow wire on the VSS goes? when looking into the harness end of the plug, it's the left wire/contact. No corrosion, checked the 1 foot of wire on the back of the plug until it runs into the main harness, no breaks or slices or anything. The pink and black wires were the only thing i was informed to splice together for the cruise control. i soldered the two wires together, but will check them and the fuse when im done posting this message...Thank you guys for your timely and very helpful responses, will post up momentarily when i check these two.

EDIT: All of the fuses checked out fine...i did not know which fuse was #15, as none were labeled by number. However, i found two fuses that were mismatched:

1. Radio, Clock, Cig. Lighter(supposed to be a 15A) -----30A installed
2. Tail light, Instrument Light, License Light(supposed to be a 10A) -----20A installed.

I replaced those two with the proper fuses, and removed 4 fuses that were installed but not on the fuse panel diagram(in case the previous owner had wired something up and it was shorting/grounding out) and took it for a 10 minute drive, and everything was okay. I don't know for sure if its fine now, as i didn't go as far as i did last night, but will post up later tonight when i go to work...its a lot longer drive. Could either of those fuses be the problem, or is that just coincidence/not long enough of a drive? the pink wire that i grounded for cruise control looks fine, solder intact. Any more ideas?
