I dont know what this piece is called but i am mostly positive that it shouldn't be in this rough shape...input??

 

These are the inner tie rod dust boots. I replaced them 4.5 months ago on my 93 Civic, because they had the same tears as those shown in your photos. I used 75-pound cable ties (a.k.a. "zip ties") from Lowe's or Home Depot on the ends of the boots (two per boot). I have checked them several times since then. One of the ties needed tightening once after a few days, but since then they have held fine. See http://honda.lioness.googlepages.com/steeringrenovation for more info.
