Default OBD2a to OBD1 harness engine swap

I need help with a problem i have. First of all I have a 97ej6 hatch. I just swapped a B16a obd0 motor with B16a2 head. I am using a 96-00 civic ex engine harness chipped p28 OBD1-OBD2a conversion pigtail.
The issues I have is there is a check engine light, it idles at 1500rpms, when i full throttle it just bog or cut fuel or something, and my speedometer does not work. My rpm works. When i turn the A/C it idles at 1100rpms. Anyone can help? I tried checking for codes with obd2 code reader but it just says make sure your car is obd2 compatable, and i was like oh im running a p28.
so is there another way to check for codes on obd2 chassis?

wouldnt a obd1 reader work cuz ur using a obd1 ecu? just a though i realy have no clue

no it doesnt work because im running obd2 car with obd 2 wire harness but obd1 ecu.
im thinking its the ecu that is messing up, but im waiting for a friend to try another ecu.
i dont know why my vss is not working though.

Problem Solved.
I found out what the problem was. It was throwing a P1337 code CFK Crankshaft Speed Fluctuation.
Because it is a jdm block they dont have CFK so i found a solution the eliminate that problem.
