88 ef beater with d16zc engine problem

i have an 88ef dx with a d16zc single cam, the motor is just rebuilt, it has a brand new wiring harness and new ecu p28 chipped from monotech, the motor is vtech, the car is spray painted flat black not very and there is a problem with the engine, everything is installed and it starts up but it surges when you hold the peddle at a set rpm. im sure for anyone that was good with honda swaps this would be an easy fix. the ecu is still under warranty so it can be sent in it if turns out to be the tune. so youd have to tow it away its stock old suspension but everything is there the inside has two front seats not bolted in, it was an auto to manual swap, the back seats and carpet are gutted and gone, it has a grant steering wheel, the speakers are gone the radio is gone, the side llil plastic panels trim is gone, it needs a radiator, and a battery, would be a fun car if the engine was fixed its ready to go besides the surging problem i got another car so i dont need it anymore and dont want to put the time in to fix it make me an offer
