Default irregular voltage/alternator issues

hi guys. first off I'd like to say thanks in advance. here's my issue:
using a multimeter, with the car off I'm reading 12.23 volts.
with the crx on, at idle, I'm reading about 14.25 volts.
now when i increase the rpm's on the car, the voltage drops to about 12.
has anyone ever experienced this issue? i searched the forums and saw only one post on the issue. should i take the alternator to get it tested? i checked the alt belt, and it seems fine, and no squeals or squeaks either. a side note, i do know there's a short somewhere in the car, and its somewhere in the turn signal/brakes. i received the car like this due to the previous owner installing a jdm side marker, but using like... a 22-gauge to split off the front turn signals. any help/suggestions would be greatly appreciated. thanks!

edit: i tested the eld unit with the multimeter. everything was in range of it testing good. i'll test the alternator later on and see if thats the issue.

edit#2: after checking the alternator with my voltmeter, im not getting volts from the positive battery terminal to the white/yellow wire (known as "c" on the alternator plug). the diagram says to check for an open in Blue wire from alternator plug to ECU. does this mean i'd have to follow the blue wire from the ecu and check for an open?
is it still possible my voltage regulator on the alternator is bad and is causing this? any info would be greatly appreciated. thanks!
