yes but it wont pass visual unless the intake and header a carb legal

What state are you in? If your headers, intake, and exhaust have a CARB (California Air Resources Board) exemption then, yes, it should (assuming its running right) pass if you are in California. If you are in another state you will need to ask someone who does smog checks in that state or check local regulations.
