Im new here, and I need some help. I am looking at buying this 1995 Integra Gsr with a B20 swap. Now heres the problem.. When can you tell if its too late to adjust the valves, because they're already messed up? The car im looking at seems to make a ticking noise coming from them and its pretty loud, the car runs great otherwise with only 65.000 miles. <---Is it a big deal? "If it is, how much is it to get a b16 head and make a b20/vtec with it?

Have you ever had a DOHC honda before? The valves are notorious to sound pretty loud, even when things are fine. Unless it gets loud when you rev it up and you hear a lot more clicking than other ambient sounds, it's probably fine
The b16 head route will yield good results but if you want it to be as reliable as other motors, you may have to upgrade the rod bolts. I know LS B18 motors have weak rod bolts but not too sure about b20 rod bolts.
I spent around 2k on mine but got high compression pistons, did some security things for the block like rod bolts and balancing the roating assembly along with a b16 tranny.
