Default car running hotter while raining?

well the past couple days ive noticed my car running at mid-temp after or while raining, and it ususally runs at 1\4 or right below the key, and so i was wondering if its something serious? my radiator overflow is higher then it normally is too, its like i'd say about 2 inches past max. but i just replaced my thermostat about 4 months ago so i dont think it could be that. anyone have any ideas? oh and i just installed a oil catch can about 2 days ago, would it have anything to do with that? btw, the motor is a b18b1

btw i have a question about the radiator fan, should it always be running when the car is on? or should it turn itself on and off when the coolant gets hot? cause mine cuts on and off

It's normal for the fan to turn on and off. Have you tried bleeding the cooling system?
