Default strange idle – either fast or slow, no transition & no surging

I have a goofy idle situation on my 97 GSR. Now when I purchased this car it had many problems with it, and the CEL has sense been cleared, so this issue could be caused by several things. I'm getting ready to clean the IACV, but I thought I'd ask first because this doesn't seem like a "normal" IACV" issue, if there is such a thing.

Cold Start: Engine starts but hesitates some, you might have to catch the motor to prevent it from stalling. After a couple seconds of idling (stumbling) around 1200 RPM it them jumps up to fast idle, 1600-1800 RPM. No mater what the engine temp is or how much you drive it after that, the car never leaves fast idle. It will maybe slow to 1500 RPM at most, but it stays at fast idle.

Warm Start: If you turn off the motor when it's warm, and then immediately restart it, it idles normally about 900 RPM. Idle and driving are fine during this time. No fast idle occurs.

Anyone know what my issue is? Is it the IACV? Funny thing is that how the motor slow idles after you immediately restart it when it's warm. But when cold started it never leaves fast idle.

Couldn't find anything similar off hand through searching. Thanks.

How does the back side of the IACV look?

Hmmm, it looks stylish. That's probably not the description your looking for is it? :-)

Looks the same as the rest of the intake manifold. Not cleaner nor dirtier. RPMs drop off when you unplug it - like it should.
