Default Radiator fan not working...Need help pls

I have a '95 honda civic EX

My radiator fan won't cut on.

Last time I over heated the gauge on the dash never read above slightly below half maximum temperature. My radiator ended up blowing that time. and I have replaced the radiator as well as some other parts.

My A/C fan does cut on when I turn on the A/C

I have run a wire from my fan directly to the battery to check if the fan was good. It is, The fan cuts right on when I hot wire it to the battery.

I have checked the relay and I think that is good. I tried using a identical relay that was used for the rear defroster and that did not fix it.
My fuse next to the relay for the fan is good too.

I have replaced my thermostat and coolant flows properly.
I have replaced my Fan Switch (pretty sure that's what it was called) It was in the same housing with the thermostat.
I have replaced my temperature sensor. (next to the upper radiator hose)
I also replaced the sensor right next to that one)

I don't know where to look for the problem now.
I have heard there is a fan relay or something inside the cab of the car next to the fuse box. Could that be it?
I have on ohm meter and a volt meter but I'm not 100% sure how to check the circuit to tell if maybe its a bad ground or something somewhere.

Update:

I hope this helps. Figure out whats wrong with it.

When my radiator blew, my temp gauge inside the car never read above 1/3 heat

I just went outside and ran my car for 15 minutes. I reved the engine throughout that 15 minutes off and on the temperature went up to 1/3 pretty soon but no matter how much I reved the engine it never got above 1/3.

This does not seem right to me. If I am just sitting there reving the engine for 15 minutes and the radiator fan is not on It seems to me the temperature should go above 1/3.

check for frayed or ripped wires, as for the fan, the whole fan assembly could be bad itself. Have you jumped the two wires on the radiator fan switch plug to see if it turns on at all? If it still overhearts, water pump could be going bad. And yes I would check the ground on thermostat housing.

I have jumped the fan directly to the battery and it turns right on so the fan should be good.

no I have not swapped out the motor or ecu.

I have no upgrades done to the car at all except replacing of some oem parts with other oem parts or better when they have gone bad. Spark plugs, breaks, things like that. I have a high flow air intake system but I haven't even bothered to put it on yet I still have the stock air box and baffles on there now.

I can't seem to figure out why my temp never goes above 1/3
that might not be the problem but It does not seem good when the radiator blows and my gauge was still reading 1/3 when I had steem comming out of my radiator.

I have checked the relay and fuses, and I have replaced the thermostat, thermo switch, and temp sensor.

I checked for cut wires and didn't find any, I have checked the cround on the thermostat housing and cant find a problem with it. My water pump was replaced last year by a honda dealership

you could have replaced the gauge temp sensor with a wrong one. that will cause your cluster to read like your explaining. check the fan and make sure that its pulling air from the front and not pushing hot air into the radiator.gl.

oh yah. you might want to do a compression check. and look at your oil to make sure its not milky.

The temperature depends on the type of thermostat you have in there. Make sure it's opening temperature is to OEM specs.

Other than that, if everything else checked out, either a blown fuse or a damaged wire. You can use the continuity function on the multimeter to check for connections between wires. Or you can do a voltage drop or ohm reading.
