Default lowering my 88 crx hf

i am lowering my car it has stock struts and im using adjustable coilovers,

my car has this rubber bumper thing on the strut and a washerstopper, it seems that no matter how low i put my adjustable springs at the car is always at stock height, is it safe to remove this rubber piece so i can actually slam it?

No it suppose to be on there.

What kind of coilovers is it?

And using stock struts with coilovers will blow your struts sooner or later because stock struts can't handle lowered springs/coilovers.

I suggest you get aftermarket struts.

be sure to "jounce" the suspension. Basically just push up and down on the car a few times after you adjust it so that it settles.

Please for the love of god get some good struts. You can get tokico blue lables on ebay for like $200ish shipped to you. Don't cheap out on your suspension. And you will blow your stock struts on "ebay" adjustible springs in a matter of 2-4 months daily driving. just save up. You can get a whole skunk2 set up springs and struts for under $500 if you look hard enough.

rent a spring compressor to get your stock ones on, you get your money back when you return.
