Default electrical cruise control 91 Civic

we bought 91 LX model with cruise that does not work.
it has electrical actuator, not vacuum.
fuse is good.
there's no apparent damage to actuator; linkage to gas paddle works fine, if hand operated.
connector appears to be in good shape, i cleaned everything.
steering wheel buttons move.
"cruise on" button lightens green.

it just does not engage.

any suggestions?

i had steering wheel off yesterday for a different reason. there's only 3 prong plug coming out of it into the steering column, it was connected and no damage observed.
i cleaned it too, just in case.

now, considering it is electrical device, any ideas what i should be looking for voltage wise at the green plug that connects actuator to the system?

out of curiosity, can someone give me a good reason for that actuator cable to operate THE GAS PEDAL instead of the throttle direct? 1st time i see something like this, appears to be awkward design.

now, as this should operate off speed sensor of a sort, is there something like this on that car and where it might be? speedometer works fine, to my observation.

it is weird, but the honda cruise hooks up to the pedal. i have an lx cruise setup that i am going to put in my crx...sounds exactly like what you are describing. but it DOES have vacuum hookup. you should double check that

ok, yes, i have noticed a tube hanging down from the front of the servo motor. but it is cut right across at 45 degrees and looks like a drain tube. would you, please, let me know where it is supposed to be connected to? not the 1st time i am scoping that tube, never could figure out where it goes to.
vacuum lines routing diagram on the hood inside has not lines mentioned for cruise.

I think it should be attached to the plenum of the manifold, if there is no spot T off the fuel pressure regulator vacuum hose
