Default Bench Bleeding Master Cylinder

When bench bleeding the master cylinder, is fluid supposed to flow out of both plastic tubes into the reservoir? I have a master cylinder that I was bench bleeding and fluid only came out of one hose instead of both. No air or nothing from the second hole. I suspect a defective slave cylinder. Any suggestions?

Is this a new master cylinder? Did it come with instructions? I know the new one I bought from Advance (total crap btw), didn't have fluid coming out of both tubes at first. One was severly blocked with rust and sediment. I swear I spent close to three hours pumping out all of the sediment from the first hole. I would keep trying, and if nothing is coming out, then you may very well have a defective master cylinder.

It is a remanufactured one from Auto Zone. It did come with instructions, but they were generic. I have also noticed theat the treads are kinda stripped on the bigger hole.
